Biography
Richard Miller is a registered patent attorney who concentrates his practice in all aspects of intellectual property law, including patents, trademarks, copyrights, software and computer law, unfair competition and trade secrets. Since joining the firm in 2006, he has prepared and/or prosecuted more than 50 patent applications.
A portion of Richard’s practice is also devoted to advising and assisting clients dealing in international trade with import/export licensing issues. He has provided Department of State International Traffic in Arms Regulations (ITAR) and Department of Commerce Bureau of Industry and Security (BIS) Export Administration Regulations (EAR) reviews and licensing recommendations for numerous aviation and manufacturing companies. During his military career, Richard worked for more than three years providing ITAR and EAR reviews through the Department of Defense to the Department of State and Department of Commerce in response to export requests. Richard’s extensive experience in foreign military sales includes assessing technology and documents designated for release/export to foreign companies and governments.
Richard received his bachelor’s degree in mechanical aerospace engineering from Oklahoma State University in 1984 and a master’s degree in engineering management from the University of Dayton in 1994. He graduated magna cum laude from the Oklahoma City University School of Law in 2005 while working full time.
Prior to embarking on a legal career, Richard served on active duty as an officer in the U.S. Air Force for 21 years. During the course of his military career, Richard was involved in researching, developing and testing cutting-edge high-energy lasers and optics and overseeing the complex developmental and operational test design and analysis of Air Force weapons and aircraft platforms. His responsibilities also included procuring new military aircraft, sustaining old aircraft, and fielding and overseeing contractor operations of drone aircraft.
Richard’s engineering experience covers the technical fields of mechanical, aerospace, electrical, software, optical, and test engineering/management. That experience includes the design of chemical laser nozzles, laser testing, optical design and fabrication, laser beam propagation optical interference testing, satellite acquisition and tracking, and large ground-based telescope fabrication, testing and installation. In addition to helping develop a new system of avionics and software for the Korean F-16 aircraft program, Richard also has field test experience with drone aircraft, telemetry equipment design and operation, computer systems, radar systems, operational testing of lasers, and rocket development. He has held engineering positions of responsibility as the chief/project engineer for the Korean F-16 program, the deputy chief engineer for the B-1B bomber program, flight commander for the acquisition and operation of drone aircraft, and lead operational test manager for the U.S. Air Force’s Airborne Laser program.
In 1990, he was honored as the “U.S. Air Force Weapons Laboratory Technical Manager of the Year.” He retired from the U.S. Air Force as a major in 2005.
