The United States Environmental Protection Agency (EPA) oversees implementation of federal environmental programs and implementation of these programs by delegated state agencies. While the EPA has been active in adopting new regulations, as a federal agency, the EPA is also making do with less funding in its enforcement programs.
At the same time, the EPA is emphasizing increased transparency, electronic reporting and reliance on new monitoring technologies deemed "Next Generation Enforcement."
