Carly Kirkland is a business and compliance attorney whose practice is focused primarily on issues affecting the healthcare industry, including healthcare transactions, regulatory compliance matters, day-to-day business operations, and related investigations and disputes. As part of her administrative and regulatory practice, she advises healthcare providers and suppliers on matters such as Medicare/Medicaid compliance, fraud and abuse issues, Stark Law compliance, internal audits and investigations; government agency and other payer investigations and inquiries; and compliance with other state and federal regulatory requirements.

As a member of the firm’s dedicated HIPAA Compliance and Health Privacy team, Carly advises healthcare providers and the business associates of covered healthcare entities of their obligations under federal and state law to ensure the privacy and security of protected health information and other confidential records.

The Oklahoma native earned her bachelor’s degree in letters with a focus in constitutional studies from the University of Oklahoma in 2019 and went on to graduate from the University of Oklahoma College of Law in December 2022, just a little more than two years after being diagnosed with osteosarcoma. Her experience of battling cancer while studying to become an attorney cultivated in her an interest to pursue a career in the field of healthcare law.

While in law school, Carly was a member of the Chicago Bar Moot Court Team and the Victim Advocacy Program, was honored with the David Swank Professionalism Award and an MD Anderson Adolescent & Young Adult Scholarship, and earned an American Jurisprudence Award in legal research and writing. She also worked as a legal intern at St. Jude Children’s Research Hospital in Memphis, TN.

An advocate for cancer patients’ rights, Carly is the co-leader of movement to pass Corinne’s Law, legislation in Oklahoma that would require insurance coverage for cancer patients regarding oncofertility preservation.
